I’ve never bought the myth that a loss is a loss is a loss. There comes a time in the life of every government when they know their time is up. It’s received wisdom among politics junkies and politics practitioners that most governments have one term too many. This isn’t necessarily a hostile partisan comment about Liberal governments. It’s true for governments of both persuasions. John Hewson for example probably should have won the 1993 elections against Paul Keating. The flip side to that scenario is that under Paul Keating Labor had one term of government more than it should have had. John Howard’s one-term-too-many happened when he won in 2004. NSW Labor had one term too many under Kristina Keneally. SA Labor had one term too many under Jay Weatherill … and so on.
So I guess what I’m arguing is that every government has a use by date and there comes a time when it knows that its time is up. No incumbent government facing an election defeat is going to admit it of course. To throw an election before people have voted would be a gross betrayal of a government’s supporters. So if you fight an election you’re in it to win - even when in your heart of hearts you know you’re going to lose. So a government facing an election defeat has to make a very quiet decision. This is a decision for the faceless men & women in smoke-filled back rooms well away from the media. It’s how they plan to lose. You can lose smart, or you can lose dumb. And that’s a choice. Not to face that choice is dumb and probably means you’re setting yourself up to lose dumb. Here’s what I mean …
Paul Keating lost dumb in 1996 because of L.A.W. tax cuts which the incoming Howard/Costello team milked for all it was worth on coming to office. NSW Labor lost dumb in 2011 because … well where does one start! They were so corrupt and with the criminal convictions & jailing of Obeid and MacDonald they left a legacy that they’re still paying for. By contrast the Liberals under Billie McMahon lost smart in the It’s Time election defeat of 1972 against Gough Whitlam. That might surprise a lot of people because poor Billie Big Ears has had a very bad press and he deserves a lot more credit than he’s been given. He denied Whitlam a landslide victory in 1972 and saved enough of the Coalition family silver and furniture to give the Coalition in opposition firstly under Billy Snedden and secondly under Malcolm Fraser enough of a parliamentary presence to make life hell for the Whitlam government and to keep its hold on office brief. The Coalition owed more to the legacy of McMahon than they were prepared to admit.
Whatever you think of Bill Shorten he lost in 2019 but he didn’t lose dumb. If Albo Labor wins the election the epitaph of the Coalition government will probably be that under Morrison they won an election too many and put off the inevitable.
Somewhere out of the public eye in a smoke filled back room there’s a Coalition committee looking at scenarios. On its agenda there’s one item of business: what sort of opposition are we prepared to be? Do we leave a dead cat in the bottom of a drawer for an incoming Albanese government to blame us for - again and again? Opposition is a shit sandwich. How bad do they want it to be?
