I guess there was time when councils kept a better eye on building codes and stuff, now all they are worried about is climate change crapola.

But what about the builder? The whole thing sounds dodgy. As for the certifier - he should lose his licence. Same as for the builder if he is found guilty of shoddy work.

In the "good ol' days", there was a proper mechanism of building inspections in place. You still have to pay for building inspections however, they never show up and inspect..... we had to pay for one... I was on the jobsite everyday because I lived across the road and had to attend my own property everyday and not once did an inspector come around... someone came around on the very last day to inspect the front verge for clean up... before our fees were handed back...

since 12 nails held 40 people previously, 12 nails were strong enough... however nail holes can over time, become larger from wear and tear and the holes fail to support the nails.... I had a TV mounted on the wall... after 5 years, it just fell off.... no added weight caused it to fall off and it was screwed into brick and mortar...

I hope 12 nails do not fit within the building codes of NSW! It's actually a good warning... if there are other people out there with similar structures, they might want to check and reinforce after this incidence.... I tell you what, after having the TV on the wall safely for 5 years, it makes me think twice about reinforcing. the TV still worked but it's plastic housing was smashed.

Having built numerous decks and balconies it is obvious the deck/balcony was not secured to the building strong enough, and should have been bolted to the building and not just nailed to the bearer attached to the wall.
Also the nogging's between the joists rather than inline are off set which is a easy way out....short cut builder.
Any deck 1m above ground level requires a building inspection...and this one being a private inspection just goes to show that privatisation of government services is a fucked idea as quality goes out the window for a quick buck.

I was talking to my brother who is a builder. He gave a very complex explanation of how this happened ... the gist of it was that the balcony was not tied in correctly. This is why the whole balcony came away from the building intact. So there was nothing wrong with the balcony per se - just the way it was attached to the house. The builder obviously didn't have the experience or know how. My brother has built probably hundreds of balconies, twice the size and twice as high as that Lane Cove one and they are all still as good as the day they were built.
Also he said the certifier is not a structural engineer and would have just signed off on the engineer's report. That is, if there was an engineer's report. Interesting times ahead for all concerned.

Well thats what I stated earlier Stellar...and building inspectors for such things as small decks, balconies, normal house building are not generally structural engineers...these guys are the top end of their field.
Still the fact that the Lane Cove Council privatised its services certainly shows the flaws in that direction.
